control USB port with   code on windows pc. control RTS and CTS etc.
I have a USB to serial cable.
Any language. I normally use asp.net and compile.
Project is to turn on solenoid.

If you have USB to Serial, then is about controlling serial port and not the USB port. USB is not so easy to be controlled, but serial is a lot easier.
USB to serial adapters installs a virtual serial port in your PC and then from software point of view you control that virtual serial port in the same manner as a hardware dedicated RS232.
