Need help re - Can't connect to PayPal to validate IPN message:

Hi,
I have a PayPal listener script that has recently failed with error messages "Can't connect to PayPal to validate IPN message: Connection timed out after 30001 milliseconds"

I tried to change curl_setopt($ch, CURLOPT_CONNECTTIMEOUT, 30) to 500 but now get below error

Can't connect to PayPal to validate IPN message: Failed to connect to www.paypal.com port 443: Connection timed out

website has recently been hacked and may be getting blocked from PayPal.

I am resending "Instant Payment Notification (IPN)" manually from PayPal but need to bypass
