Setting up an FTP server in windows

Newbie question.

I have a small HP 2011 HomeServer - but want to open this up to include 2008 enterprise server(s).
Is there a straight forward way to set up an FTP server, that I can create and configure myself.
And do I need to have an Network account available.

I see there is information in some of the windows TechNet on how to download the latest version.... but once it is installed?
Thanks for any advice or pointer to sites / pages to investigate.
