Excel Lookup Formula

I am trying to find away to do a lookup with the following table:

Lower  Bound      Upper Bound      SA Mkt      Mobile
5,000                           70,000               40%       25%
1,000                            4,999                       60%      60%
0                                      999                       75%      60%

I am trying to complete a lookup that will allow to find a value between the lower bound and the upper bound and then get the SA Mkt % that matches.
