VEEAM BACKUP

If two backup job starts at the same time in Veeam, will it run together or one will be wait until the other are fininshed ?

both will run in the same.
but you can configure job 2 start to run after job 1 finished.
you click edit backup job(the job 2) , then chose tab schedule>> stick after this job and choose the  job 1 that be complete, the current job will start.

it depends on the proxy servers if they have enough CPU cores to handle simultaneous jobs.

they will run in parallel, but it might not be the best to run them in parallel, depends on speed of your ESXi host datastores, you may find it faster to backup, if you start job1, and then start job2, rather than having both contend for resources.
