VB.net Excel Add-in not installing Certificate not trusted

Hi

I installed an Excel Add-in that I built in VB.net several times on the same machine. The installation suddenly didn't work.
It just froze. So I uninstalled a few Windows Updates and then it installed just fine.

I then tried to install a later version today and it wouldn't. The error message said that the certificate is not trusted.
How could this be? This is very frustrating. How do I get around this?

I tried running as administrator to no avail. Is Windows Updates part of the problem?

Thanks. This same addin has installed well on over 50 other computers. Why do I need  a root certificate authority?
