Exchange 2013 ecp wont load, this website requires you to log in

Greetings Experts,

I am installing a new exchange 2013 server into a new domain (2012 server). I have installed cu6.  OWA login screen loads, but not the ECP Screen. Neither of them loaded until I recreated the virtual directories for OWA and ECP.

When accessing ECP in firefox, I just get a blank screen, when I try accessing it in IE I get "Error 403" "This website declined to show this webpage."

I have tried just about every combination of ssl settings their are.
Every thing I have found relates to either recreating the virtual directories, or ssl setting.

So I don't know where to go from here,  What do you think?

exchange server and domain controller are both 2012 Servers.

Have you changed any of the default Vdir's? Log directly into the Exchange server and open a browser and type https://localhost/ecp/?ExchClientVer=15 see if you can login. If you can then you know that IIS and the Vdir is working correctly. If you cannot then try restarting the IIS services and restarting the App Pools for ECP and OWA.

ok, I tried accessing https://localhost/ecp/?ExchClientVer=15 with ie and firefox, it came back with 404 on each. I restarted iis and recycled the MSExchangeECPAppPool, still get 404.

Just for good measure, I restarted the server. still 404

Have you tried to re-create the virtual directories for OWA and ECP? Also are they different or the same?

i have deleted and recreated the virtual directories many many times now, using the server name and FQDN. always with the same problem.

Is this a new install? If so have you moved any mailboxes to this server? If this is relatively new I would simply uninstall exchange and re-install. At this point it should just work out of the box and if you do not have any other dependencies reinstall would be the quickest resolution.

I ended up building a new domain and using server 2008r2 and exchange 2010. Pretty stupid that I had to do this.

No one could help, once again, just people that cut and paste what is on the first page of the google search results.  I don't call that an expert. I remember when people on here actually knew stuff, now it just people that assume I am too stupid to search google.
