Have you changed any of the default Vdir's? Log directly into the Exchange server and open a browser and type <a href="https://localhost/ecp/?ExchClientVer=15" rel="ugc">https://localhost/ecp/?ExchClientVer=15</a>&nbsp;see if you can login. If you can then you know that IIS and the Vdir is working correctly. If you cannot then try restarting the IIS services and restarting the App Pools for ECP and OWA. <br />

ok, I tried accessing <a href="https://localhost/ecp/?ExchClientVer=15" rel="ugc">https://localhost/ecp/?ExchClientVer=15</a>&nbsp;with ie and firefox, it came back with 404 on each. I restarted iis and recycled the MSExchangeECPAppPool, still get 404.

i have deleted and recreated the virtual directories many many times now, using the server name and FQDN. always with the same problem.

Is this a new install? If so have you moved any mailboxes to this server? If this is relatively new I would simply uninstall exchange and re-install. At this point it should just work out of the box and if you do not have any other dependencies reinstall would be the quickest resolution. <br />
