How do you measure upload time to determine if it's expected?
I have a user with a 399 MB file that is uploading to the cloud (video file if it matters)
We have a 100Mbps internet pipe for the entire company so obviously this one person isn't getting that rate so how do I confirm
how long it should take for her to upload. It's about 9 minutes for her and she thinks that is slow.

I don't have any specific recommendations - I use MRTG but that's more of a long term graphical solution that only updates every 5 minutes.
A quick search found a couple I might try, listed here:

The ones I'm interested in are Simple Traffic Monitor (STG) from Leonid Mikhailov (Graphing) and to a lesser extent Flowalyzer
