Validation of Data Formula in Excel

EE Pros,

I'm trying to place "validation" on a particular cell that looks at a "merged" cell and if there is content (e.g. a number) then it issues a Warning.  I know how to use Data Validation and thought this was the easiest way.....however, I don't know the formula.

I've tried =if(G4<>" ") and (G4<>"") but neither work.

Here is a diagram/sample.
