Customers Draytek 2860 router took a power hit. Everything is working but we cannot access it through the IP address anymore. Browser just sits there trying to access it but nothing happens

Our customer's Draytek 2860 took a power hit.  All computers attached can access the internet and we can access the network remotely.  But we cannot access the router itself either on premise or remotely.  We type in the IP address from a browser (does not matter which browser, IE, Chrome, Firefox) and they just sit there trying to get in.  We cannot get into the routers GUI at all or even get to the user name and password.  We have rebooted the router multiple times.  

How can we get into the router to reset it and/or correct the access problem?
