"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Use this for your web.config file.  Create a file in the directory that you want to be HTTPS and name the file "web.config" and add it to the directory.
<?xml version="1.0" encoding="UTF-8"?>
<httpErrors errorMode="Detailed"/>
      <rule name="Redirect to HTTPS" stopProcessing="true">
        <match url=".*" />

          <add input="{HTTP_CLUSTER_HTTPS}" pattern="^on$" negate="true" />
          <add input="{HTTP_CLUSTER_HTTPS}" pattern=".+" negate="true" />

        <action type="Redirect" url="https://{HTTP_HOST}{SCRIPT_NAME}" redirectType="SeeOther" />
