Can I update my phone with no Apple ID?

Recently someone hacked my Apple ID. I'm not sure how it happened, but I can't check emails, use my notes, and I can't do anything ICloud related like share pictures unless through iMessage. Other than that I'm not sure if I can update to iOS 9. I went to Apple and they only suggested a new phone. I can't get a new phone because my current, iPhone 5s has important documents I can not lose. They also don't know how to restore my Apple ID without losing the documents. Does anyone know how to fix these problems?
