Error when installing Office 2016 - Net Framework 4.5

Get error message when installing Office 2016:
Set up is unable to proceed ....  This product requires Microsoft .Net Framework 4.5.....

I downloaded the 4.5 and it stated it was already installed.  

Any ideas I really need to get this installed ASAP

Go to the .NET Framework verifier tool (Stebner)

Download and run .NET Framework Verifier. It will tell you what is running and possibly make repairs if it can.

Make sure in Windows Updates that you do not have .NET Framework updates in Recommended instead of Critical.

Also  note that you should be up to 4.5.2 and also that 4.6 is out. I have 4.6 running and Office 2016 running.

Are you speaking of the .Net Framework repair tool?  Is that the same as the verifier?  I did the repair tool and it did not fix the problem.

.NET Framework Verifier both verifies and repairs if it can. Same tool.

You can go to Programs and Features, Windows Features and uncheck .NET Framework, exit and then back in Programs and Features, uninstall Microsoft .NET Framework 4.5.2

Now restart and go back and enable .NET Framework in Windows Features.

Now run Windows Updates (including Recommended) to update .NET Framework.

You might also need to manually add .NET Framework 4.6 after you do all the above.
Ok ran the verifier and all is okay.  Restarted and Office will not install.  I then unchecked .Net Framework and cannot find the program in to uninstall.
What version of Operating System?

Windows 7 -> .NET Framework 4.5.2 lives in Programs and Features (not Windows Features).
Windows 8.1 and 10 -> .NET Framework 3.5x and 4.5x (or 4.6) live in Windows Features.

So one way or another, depending on Operating System, you need to uninstall (disable) .NET, restart, re-enable and update Windows
Okay I disabled .Net restarted re-enabled and updated Windows and still no luck.  I check ASP.Net 4.6 under the .NET framework 4.6 Advanced services to see if that would make a difference. Under the WCF Services only TCP Port Sharing is checked.  I am not sure if I should try to reinstall Office 2010 or uninstall Win 10 and go back to Win 7.  I'm running out of time. Any suggestions?
OK, so you have Windows 10 (as I do) and you have now checked (enabled) .NET 4.6. Uninstall Office, restart, do ALL Windows Updates and restart again (you will have to). Then try installing Office 2016.

I have Windows 10 Pro 64-bit, .NET 4.6 and all versions below installed and Office 2016 installed and running.
Okay I give up.  I have tried everything even tried a clean boot.  Also disabled and tried to install 4.5 and would not let me.  I don't know what else to do.  I am going to reinstall Office 10 and work on this later and if that doesn't work I will uninstall Win 10.  I am not the only one having this problem and I have tried all of the so called "fixes".   I have put so much time into this for it not to work I'm at my wits end.  I do thank you John for your help.  I will try this later when I have more time.
Let us know after you have tried all you suggest above. I have all this running smoothly on my own machine, so I am not sure what is causing issues with .NET.

If you think .NET is properly installed, make a new, test, Windows User Profile (Account). Make sure the new Windows Account is a member of the Administrators group and try installing Office 2016 in the new account.
How do I determine if .Net is installed properly.  I have run the verify and repair and it states everything is okay.  Can I actually delete the .Net file and reinstall?  Since this is the error message that I am getting it must have something to do with the .Net file.   I tried numerous times to turn .Net off and reinstall but I kept getting the message it was already installed.  I checked the Microsoft office  and this is an issue.  I will let you know if I find any other information.
If .NET Framework Verifier says all is well, then .NET should be OK. Are you up to .NET 4.6? The latest version of .NET Framework Verifier can tell you that.

So then unless something else is wrong, try installing Office 2016 in a different admin profile.

Another thing you can do that will do a number of operating system repairs is to run DISM:

Open cmd.exe with Run as Administrator.
DISM.exe /Online /Cleanup-Image /Scanhealth (takes 15 - 20 minutes).
DISM.exe /Online /Cleanup-Image /Restorehealth (takes 15 - 20 minutes).
Restart the computer and test.

I am trying to install this on a Surface 4 and I do not have a DVD. So, this is not really a fix. Any other solutions?
I do not need a CD for .NET Framework. I install either by update or by downloading from Microsoft depending on the computer at hand.

You can get a USB DVD reader/writer for your Surface if you need one. I have such as device for my ThinkPad X230.
I know I can get an external USB DVD, I have a few of them in my inventory. That however does not solve the underlying issue.
Did you try DISM to see if you could repair your system?

Ultimately, for Windows 10 you can reinstall it from the Media Creation Link using the options to Keep Data and Keep Applications. I have done this.
