Windows 10 Cannot browse local PCs on network

For some reason on my notebook computer I cannot "Browse" local network shares?

Connected to local network via WiFi
Network connection is set to "Private" network
"Turn on network discovery" is on and "Turn On Automatic Setup of network connected devices" is checked
"Turn On File And Printer Sharing" is on
I do not use "HomeGroup" because my main data connection is to my NAS box and I don't want to put a desktop in control of the network.
so "Use user accounts and passwords to connect to other computers" is on

The notebook is on the same "Workgroup" as everything else in the network.

"Turn on sharing so anyone with network access can read...." is on
"Turn On Password Protected Sharing" Is on.

I can connect to the local computer shares by typing in the UNC paths but I need to be able to "Browse" to them as some programs do not allow me to type in a path directly.

I have tried turning various settings off and then back on again to see if that would kickstart it into working.  I have disconnected and used the "Forget" option for my WiFi connection but I noticed that when I reconnected it did not pop and ask me if I was connected to a "Home, Work, or Public" network.  Though it is set to "Private".

Running Windows 10 Enterprise with all the current updates.  Using just built in AV and Firewall

Any help much appreciated.

What I do in your situation is create a user account on every machine that is the same i.e.
storage with a password of say 'P@ssw0rd' (my super secret password).  
Check your credential store
start then type credential and it will bring up your credential manager and clear out windows credentials and reconnect again.

This is nothing to do with credentials.  If so I would not be able to connect via UNC and every other way.  The Only thing that is not working is browsing is not displaying the network computer(s).

Windows Explorer should be able to see the computer(s) before entering credentials even comes into play.

This is only affecting programs which force to browse for a path and do not allow direct entry of a UNC or other path.  (In this case my save to option for my Epson Scanner software).

But even in Windows Explorer when "Browsing" the network it only shows me the local notebook computer.

I now have this exact same issue on a wired Windows 10 Desktop.  

I can access network computers via UNC path but I cannot browse them via "network" section in Windows explorer?  

Though they will show up in Windows Explorer under the "Network" section once I have entered in the UNC path and I can then browse and access them from there until I close Windows Explorer and then the shared computer / NAS is no longer available again.

I would try two things. First enable NetBIOS over TCP/IP and second stop the Windows FIrewall service.
