GPO to create shortcuts on all 100 user desktops step by step instructions anyone, anyone?

I need to get a shortcut to a web based app we are implementing, I already have the shortcut [address] and what is the quickest way to do this, get the short cut on all 100 desktops by user.  also to all the terminal services server desktops too

the_omnific thanks I am off to do this, can you tell me how to get the application icon in that path and if I save locally will it copy to all the desktops?

on your screenshot you have action set to "update", don't I want "create"? because it does not exist yet?  or "update" because am I "updating" the desktops?

Also can someone tell me the quickest way to push this out to all users, I went in to my ad but do not see anything and did some goggling but no luck nothing clear and concise.
