restart of sql agent service..what (all) does it do?

in below thread, i see that reboot of machine or services sometimes fixes long running sql agent step..

i noticed the same too..
what could be the cause for this? is there any documentation of why/what may happen to give such an effect? thanks for any thoughts/guidance on this.
