Intel Server w/SC5650HCBRP mobo and crazy loud fans after BIOS update

I purchased this system second hand.  I've installed an SSD and loaded Windows 7 Pro 64bit.  The system has 16GB DDR3 and 2 quad core Xeon CPU's.  The initial problem was there was a bit of delay sometimes when typing, moving mouse, etc.  The system would pause for a brief moment but any input during the pause would happen once the pause was over.  Lag is the best way I can explain it.

I did load Ubuntu and Linux Mint on this system and the same lag type error occurred.

In troubleshooting this issue I chose to update the BIOS through EFI shell.  The BIOS upgrade stated successful.  However after the reboot the rear fan (possibly others) runs at a very high RPM.  Also the system status LED blinks amber.  The manual says amber blink could be, Non-critical failure: redundant fan failure, redundant power failure, non critical power and voltage, and so forth.  Thanks in advance.

The fan issue begins as soon as I turn the computer on.

Thanks.  This will help me in addressing the jumpy issue.  What about the crazy loud fan though after the BIOS update?  Contacted Intel but since its an older board they no longer offer tech support.

Still haven't had time to trudge down to the basement and fool with this thing again.  Soon I hope.

Reinstalled the BIOS and verified fans were plugged into right spot.  Still no dice.  Its possible a fan malfunctioned during the initial BIOS upgrade.

I've decided to scrap this thing.  Not worth the time at this point.  Thanks for your efforts and patience.
