Problem adding Office 2016 to Microsoft Live account

I'm trying to add a newly purchased Office 2016 Home & Business license to a Microsoft Live account.  The license was purchased from a new Dell computer.  I enter the product key in the Office program that came with the computer.  I then get taken to the Microsoft website where I am prompted to add the product key to the Microsoft Live account as I have done many many times before.  I enter the product key, the page then progresses to where I see the list of other Microsoft licenses associated with the Microsoft Live ID.  That pages is greyed out and a popup box is on the screen saying:

We're sorry for the wait.  The page is taking longer to load than expected.

There is a spinning circle that just spins and spins.  I've left it alone for 2 hours now.  I've tried different computers and different web browsers, reset the browser settings, private mode, etc.  I've seen several instances online of other users having this same issue, but no solutions.  I've also tried logging onto the account first and then trying to activate.  Same problem.  

Anyone else having this issue and know how to fix?

Few suggestions here.

1] Try from Internet Explorer
2] Make sure you are not running any add-ons which could impact website experience if applicable
3] Disable your firewall as a test (Or hotspot a smartphone and use 3G/4G to test on that network)
4] Contact Microsoft Licensing Team, they can likely sort it pretty quickly for you.

I don't believe numbers one through three have helped as I've tried different computers on different networks on every different web browser.  Calling Microsoft can be a nightmare. Do you happen to have a good number for their licensing team?

Thanks for the help.  Unfortunately this isn't a volume licensing question as the license was purchased through a retailer.
I had to call Microsoft to get this resolved.  Apparently the product key shipped with it already associated with another Windows Live ID.  Very unusual.  Microsoft reissued me a new key and associated it with my account
