Users cannot access new exchange 2013 public folders.

I recently migrated from sbs 2008 running exchange 2007 to server 2012 r2 w/ exchange 2013.   The old server had public folders  i migrated them and users were able to access them but new users could not.  I deleted all the public folders and its mailbox and started fresh but now none of the users can access them. All users can send and receive emails but cannot view the new public folders that i have created.
