Copy a User Account in Win7 & Win8

On all my PCs my only user account is called ADMIN.
It has full administrator privileges, which is not recommended from a security point of view.

I want to do the right thing and use an ordinary user account (i.e. Standard User).
If I create a new virgin user account, the Desktop, Taskbar, StartBar etc. bears no resemblance to my ADMIN layout.

How do I copy all the attributes (except administrator privileges) of ADMIN to my new Standard User account?

(I'm not referring to copying a profile ... just a user a/c)

Would this work ...
=} Create a new user account  with administrator privileges.
=} Log into the new account.
=} Change my original ADMIN account to a Standard User account.
=} Log into ADMIN and use that account.
Yes, that would work.
Sure and much better than migrating/copying.

There is scope for someone to write a really useful article on this topic.
The German/English translation referred to is a bit dodgy, so the author would need a thorough understanding of the topic.
Sure, I will do that some time, maybe in the upcoming holidays - it's my article.
