Looking For PDF Utility That Can Superimpose Text / Arrow At An Angle

Hello Experts -

I am looking for a Non-Adobe piece of software that will allow me to display text / arrow at an angle.

The goal is to take an existing sketch of some land that is in a PDF format, and add an idiot-level measurement like this, but - say - at a 20% angle:

<-------------------- 25.6 Feet ----------------------->

I already have utilities that will allow me to overdraw arrows at an angle, but they won't allow me add text at the same time.

I realize that Adobe Acrobat can do this, but I'd rather not spend $500 or $19.95 a month for an "occasionally used" functionality. Can you recommend anything?  I'm willing to pay for a reasonably priced add-on.

Go to page 285 (292 in the file) and look at the Edit Content Tool section. This tool allows you to rotate an object (including text) by clicking and dragging the green handle above the object.

Beyond that one feature, it is an excellent product. Also, it offers a free trial, so you can see if you like it before buying. Thanks for getting back to me. Believe it or not, I already own PDF-XChange Editor. Use it all the time.

Just never figured that this utility could do what's been described. This must be an on-going problem with lots of software.

Either that or I am no longer competent. Call the men in the white coats.
