Which prompt must i execute the command from.

Privileged exec mode (#) - there you can use command delete.
There is no delete in Global config mode (at least not that I am aware of it).
And you need to reload switch after deleting VLANs.
# reload

Hi Thanks
I used the "erase cat4000_flash" command and did a reload and that worked all the vlans are now deleted.

You're welcome.

Can you assist me to configure the vlans, I need vlan 1 ip address: 192.168.1.13 255.255.255.0.

and vlan 2 (voip) 192.168.2.50 255.255.255.0.

I need the both vlans to be accessible from all the switch ports.

No need to ask specific user. Any expert present that know the answer will help you.
You solve this before I came.
