send/recieve issue with Outlook 2016/Windows Exchange account

Hi - I have a user using a hosted exchange account, using Outlook 2016 for Windows, and for some reason Outlook will not automatically sync while in cached mode. If I uncheck cached mode, get back into Outlook, send her an email from my account, she receives it instantaneously. If I go back in, check the cached mode box, send her an email, she wont receive it until I close her outlook, and open it again.

Any help would be appreciated - thanks!
