I cannot install USB 2.0 to Serial to my notebook.

You did not offer to much details about your problem.
There are counterfeit (fake) devices out there. I got one of those that should be supported for all Windows versions but it is not, so I had to buy new one. Old one works with Windows XP & 7 (and gives me happiness of blue screen sometimes) :), but not 8 or above. Some versions of chip do not support Windows 8 or above. Maybe you have one of those. You can find driver and more details about PL2303 Windows Driver Download if that's your chip in device.
