It depends on the brand of wifi router, and whether the router supports a certain version of that brand's software. You can select which machine to restrict based on the MAC address. Example, D-Link has an Access Control feature. http://blog.dlink.com/how-to-schedule-network-shutdowns-with-access-controls/

WHat version of Windows are you using?

For example, Windows 7 has built-in 'Parental Control'...and Windows 10 uses http://windows.microsoft.com/en-us/windows-10/set-child-limits

K9 has a free filter that you could install on the computer. One of the benefits is blocking internet access during certain times. http://www1.k9webprotection.com/
