manually block internet (wifi) off a machine for a certain time of day?

is it possible using local control/settings etc to disable internet on a machine during certain hours of day?

It depends on the brand of wifi router, and whether the router supports a certain version of that brand's software. You can select which machine to restrict based on the MAC address. Example, D-Link has an Access Control feature.

WHat version of Windows are you using?

For example, Windows 7 has built-in 'Parental Control'...and Windows 10 uses
K9 has a free filter that you could install on the computer. One of the benefits is blocking internet access during certain times.
