is it possible to upgrade 6000 windows 7 clients of  IE8,IE9,IE10 through windows update from the server . and keep clients with IE11 with same condition

By the same "condition" do you mean the same settings and configuration?

If so, yes, their settings and favorites should all stay the same.

You may want to rephrase your question.  It's a little confusing.

You need to download and configure a package called IEAK11 (IE Administration Kit) where you can configure an IE package to your needs and then deploy it using Software Deployment in Group Policy to all your PCs.

Yes, you can deploy an MSI package via GP and will not update pcs which have it already.
I also suggest you look a IE settings in Group Policy and Preferences to ensure all users have the similar settings.

It depends on the update as the code for IE11 will be applicable to Windows 2008 R2 or even 2012 as well as Windows 7 machines. You can use computer groups in WSUS console so that you can seperate the servers from the client machines and only approve the update for that group.

you can deploy IE 11 thru GPO MSI, if it found machine with IE 11, automatically it will get skipped

Things to be aware of from our experiences of doing this recently:

1. IE11 does and will break some apps, especially things like in-house apps if they haven't been kept upto current versions etc, however see Enterprise mode as that then fixes a lot.

2. If using WSUS to roll out find list of pre-requisites and approve those and IE11 itself in WSUS.  You will probably already have GPO's setup to configure which group in WSUS each PC is configured for so you can roll out to a test group initially then assign it to all.

3. Settings - if you are coming from IE9 or below for anyone then you will need to roll out any settings configured through GPO at the moment such as proxy, security, default pages or other general browser settings alongside the old settings using the new ADMX template files.

4. Enterprise mode - if you haven't already looked into this then you need to configure group policy to enable it for your users and point them to a file on an internal web url or file share containing XML file.  This can configure each url it contains whether IE11 will work in IE7 or IE8 enterprise mode or just return one of the earlier browser versions.  With this a lot of apps that otherwise wouldn't work can will do.

Sounds like you have WSUS installed and yes, you can upgrade to IE 11 using WSUS.  If you need specific settings for all PCs then download the Administrative Templates for IE as the old GPOs will not work with IE 11.  Below is the link for IE ADM files:
