How to create a WSIM Catalog file

I'm trying to deploy a Windows 8.1 image using an answer file.
I created an image by booting into Windows PE, and using Imagex.  (Is it significant that my Windows PE is 32-bit, but I'm imaging a 64-bit machine?)
I installed WSIM (version 6.3)
I opened WSIM and tried to create a catalog file, as per:
https://technet.microsoft.com/en-ca/library/cc748951(v=ws.10).aspx 

It fails with the following message:  Windows SIM was unable to generate a catalog.  For troubleshooting assistance, see the topic: 'Windows System Image Manager Technical Reference' in the Windows ADK User's Guide".  I've tried and failed to find the ADK User's Guide.

I uninstalled the ADK, and reinstalled it, then recreated my WinPE environment, being careful to specify amd64.

Then I was able to create a new image file, and create my catalog file from that image.  Seems to be working.
