Head out to http://loosecannonfitness.com/mobile/index.php and look at the footer. I've got a screenshot attached just so we can be certain we're looking at the same thing...

I can tell you it definitely has to do with the "footer" class. Remove that class and those funky characters go away. You also lose your text decoration and font color but that should easily be fixable.

I would remove the "footer" class from each of the <a> elements inside the <div class="footer_text"> element and just add the following to your CSS.
.footer_text a {
    text-decoration: none;
    color: White;
    font-size: 10pt;

That way any <a> element inside that div will have the correct style applied and you will avoid whatever CSS collision you're dealing with.

They're not weird characters - they part of a background image. Look at the CSS for your footer class (line 175 of your stylesheet)

background-image: url("../images/footer_1600.jpg");

You have assigned the footer class to every one of your A tags inside the footer
