Any idea how to change the html code to reduce the line space between "Interim Report 2015" and "(test description)"  ?

You might want to start by using modern HTML. Your code looks like something from 20 years ago, and includes deprecated tags and attributes, such as <font>, valign and nowrap

If Interim Report is supposed to be some kind of header or title, then use one of the header tags <Hx> and then use CSS to style it. You can set the space between elements by using margins.

Using a <span> for a header, and then a <br> for a paragraph break is just plain wrong!
