cd reading problem

cd is reading only on some computer . it is showing drive size by properties , but after opening it will show only desktop.in with below content

If it only shows on some PC's, and even on those you can't properly access it, it is scrap and you can dispose of it.

does it happen only with this cd - or with all?
if it happens with all - you may need a new cd drive, or check the cable
what model is it, and is it installed in a laptop or desktop ?

In his Question he says that even on those PC's he can read the CD on, all he sees is a desktop.ini file and nothing else. That CD is useless.
I would like to explore what you explained in saying:
"but after opening it will show only desktop.ini".

At first I thought you were saying that Desktop.ini was opening when you double-clicked the CD Drive's icon, but I think you mean that you are seeing this file ON what you believe to be the actual CD. look up in the address bar and see what folder is sowing.  What is it?

Desktop.ini is the hidden file that is present for special system folders that are made to behave differently from normal folders and display a specific icon, OR in folders that have been customised by the user.

I am not on a Windows 7 PC at the moment, so I can't check what resource 21815 inside shell32.dll is, but I would guess that it is the resorce that dictates the behaviour of the folder that acts as the "burn" folder for "files that are ready to be burned to disc" when using Windows own CD Burning functionality.

So, what you are seeing is undoubtedly NOT the contents of the disc, but the contents of the "burn" folder, and your Windows Explorer "view" settings are set to show hidden and system files.

I suspect that your CD is a "writeable" CD (CD-R or CD-RW) that is either blank or has some contents but has not been "finalized".

Windows has different default actions for different file types, in oter words "file associations".   There are different kinds of discs that are identified as different file types.  A blank Audio CD will open (dependent on your user settings) to play the tracks in whatever media player is associated with this disc type, whereas the default for a blank CD might be to open it to the "burn" folder and allow you to burn the files in that folder to the disc.  Most of these settings can be changed.

What you are experiencing could be to do with modified autoplay settings or file associations, it could be that the disc is partly burned but has not been finalized, or that the disc is bad.
