AD2003 to AD2008 migration

Hi Expert,

i have a customer which interested to migrate the server 2008 to server 2012, when we did a dcdiag, replication check, everything looks normal, but there is one weird issue, when we did a fsmo check, we find out that the RID master role is stick at server 2003, and the forest level show windows server 2000. it make me worried why the previous vendor didnt migrate the RID role to server 2008, and why the forest level still in windows server 2000. anyone could advice me??
