Internet Explorer "cannot download file"

Hello Experts
I have a laptop running Windows 7 Pro 64 bit, that cannot download files from Internet Explorer.  When I click on a download link, I get the dialogue box that asks what do you want to do, "run. open save" not matter what I choose the download begins then it stops and says the file cannot be downloaded.

 I ran SFC /scannow and it said "Windows Resource Protection found corrupt files but was unable to fix them, details in CBS.log.  I tried to read the log, but do not know what to look for in it.

 I also ran KB3092627, https://support.microsoft.com/en-us/kb/3092627.  None of this helped.  

Chrome does not have this issue, files download fine.  

Any help is appreciated.

Will favorites and other IE customizations be there aftr running "IE Reset"?

If you do the first half reset, yes. If you do the full reset (more likely to succeed) favourites will remain but passwords and security settings will be reset
Any idea what could be wrong?
IE settings get changed / corrupted which is why Reset often works. I use this to correct IE on client machines.

Is the problem occurring with all downloads or just one?

Run SFC /scannow again--this time as administrator.
all downloads.  How do I run it as Admin?  I opened cmd prompt as Admin, is that what you mean?

If SFC ran, you ran it as Admin. It won't run in non-Admin mode.

I was not aware of what John Hurst posted.  But just run SFC again the way you did the first time.

if the problem is recent  -do a system restore to a date it was ok
then watch the updates...
I will try this when I get access to the laptop.
