If you find one, it will be 4x6 ports internally.  When I went looking for chips for USB hubs, the largest they make are 7 ports.  Note that you are routing all the data thru one USB connection when you do that.  You would be better off to put multiple USB cards in your computer to get more bandwidth.
the problem you are most likely having is bandwidth. If you are actively using all 24 devices essentially going via the one usb port of the PC then they will be getting 1/24th of the usb speed.

You may be better served putting in another usb port card in the PC to give you more real ports and then using smaller hubs.

Also, try and then distribute devices across them according to usage. So that each hub has a mixture of devices that are constantly being used and some that are occasionally being used.

Also, try to avoid devices like headphones/speakers on USB as these will be constant data users - use conventional audio sockets for them.
Another possible problem is that power from USB ports is limited to protect them.  If your gadgets require power from the USB hub, then you need powered hubs.

Yes the PC is out of its USB ports and have tried using powered USB hubs but they can't handle the traffic. What is being powered is flight simulator instruments. What happens if I can only get one PCI USB card in the system what are my other options?
The PCI card I linked to above has 7 ports, 4 external, 3 internal.  Your computer seems to have one free which you are using.

If you got that card and use 4 x 6 powered USB hubs as I suggested above, that could be enough.
There are low power and high power USB ports.  Low power are limited to 100mA and high power are limited to 500mA.  This is the reason that sometimes you see USB cords for external drives that have two connectors.  Only one is for data, the second one is to get more power than one port can provide.
