This is how I fixed it: 
 
1) &nbsp;Uninstalled all Versions if Quickbooks and QB Managers 
2) Rebooted Server 
3) &nbsp;Deleted QB Users in User Profiles under Advanced System Properties 
4) &nbsp;Rebooted Server 
5) &nbsp;Reinstalled QB 2016 
6) &nbsp;Rebooted Server 
7) &nbsp;Opened a Sample Company file and switched to Multi-User Mode and closed Quickbooks 
8) &nbsp;Had all users on the Network open quickbooks and it worked !!!

When we had 2015 it worked great, 
 
Upgraded to 2016 and it does not. 
 
only 3 users logging in using Quick books 3 license pack. 
 
Tried to install 2015 DB Manager but will not work with 2016 files get error on user side telling me to upgrade the DB manager on the server. 
 
Service Will not even Start: 
 
Did This:

Small Business Server (SBS) is a line of server operating systems targeted at small businesses by bundling the operating system with a number of other Microsoft products that would normally need to be purchased or licensed separately.
