You would need to understand Drupal Theme functionality and build as per your HTML structure.

There are different themes available for free which you can convert as per your HTML requirement.

ZEN theme probably the good one to go with first time which easy to use and has responsive functionalities built in.

Try to learn about how to install and configure ZEN theme.

Under theme folder you will find some structure with below files with Drupal 7.

1. html.tpl.php (This is the main file which includes all the region for the HTML structure)
2. zen-sub-them.info (This define the css/js and regions structure)
3. template.php (This would have all the preprocesser function to output as required)
4. template (This repository is having all the template files including page.tpl.php)

Hope this would be fine to start with.

Happy Drupal Theming.
