domain user access for some applications

I have several computers set up with AD users with restrictions but I need these users to be able to menage Think Vantage Access Connections. Is there a way without give them admin access?

This may be one possible means shared in forum. Specifically, we can use Group Policy "Administrative Templates" for "Lenovo ThinkVantage Components/Access Connections" to enable user access even though theg are not admin e.g. One setting is "Allow Windows users without administrator privileges to create and apply WLAN location profiles ..."

the first solution didn't seem to work. The second solution is too much. Why is it so difficult to get this working. Its just a simple thing letting domain users create new network connections.
it is because of the privileges and safeguarding it from other user. also it is not a MS owned appl and third party instead. it will apply even if it is other vendor appl like other browser used. The setting is one-off and using gpo can be pushed out to domain joined machine. it is a balance

I did both Bing CISM / CISSP solution and Access Connections Administration tools and deployment guide and now it seems to be working. Don't know if both solutions are needed but i think the last option was necessary.
