What does it mean for a hard drive with 15K rpm but 10K performance?

This is so confusing...
For some hard drives,  it says 15K rpm drive but 10K performance. What does it mean?

Where are you seeing this?
Is it refering to your performance configured at certain raid levels?

Or mixed drive speeds bring the speed down?

That is printed on Seagate T10 SAS drive.
Interesting, maybe look up the drive model on the site (or supplier) and see if they mention 10K limits.
