Access 2010 Page break between sub reports that must show headers

I have a report with four sub reports.  I'd like there to be a page break between each of the sub reports, and the subreports headers must show because the title of each sub report is needed.  I've tried adding a dummy group with an expression of =1, but can't quite seem to get that to work properly.  The dummy group defaults to go between the page header and detail section.
