When does billing start with WAN circuits?

When does ISP start billing you for WAN circuits?  If I had it installed, but nothing was going to connect to it until 3 months later, am I going to get billed for the three months?  This is in regards to all types of circuit sizes.

I would certainly think the clock started ticking when you signed the contract whether you use it or not.

Thanks. I recently started in Corporate IT, and everything is in divisions.  It's difficult to ask these easy questions when it's not from my department. Especially, when they love to ignore emails  :)
