Vcenter at mutiple sites

So we setup vcenter at site one with platform services, postgres, sso and vcenter with multiple host and clusters.

I have another site that will have a lot of host\clusters. when installing vcenter do we point to site one platform services/sso..

If vcenter went down in site 1 would it effect site 2 vcenter.. could we login, any downsides, any benefits?

any best practice docs on this.. what about licensing?

yes vcenter installed - one points to platform\sso of site1
