If you're running SQL Express, the answer is: "Yep, that's the way Express works.  It installs the SQL Agent, and always fails by design."
If you installed a version other than Express, anything in the application, security and system event logs at around the same time?

How are you starting the services? Using services.msc is not a recommended way. You need to use the SQL Server Configuration Manager to manage SQL Server services.

Also, what changed in the environment? Did the domain passwords change, or were any security updates pushed via group policies?

Which version and edition of SQL Server are you using?
And did you "Consult the event log or other applicable error logs for details"?

SQL Server Agent isn't available for SQL Server Express Edition.

In this case, your best action is to be sure to never attempt to start SQL Server Agent, because it is disabled by design in SQL Server Express.  The event log you'd look for in this case, were it not SQL Express, would be the Windows Application Log.  You can access that by running Windows Event Viewer.
