Nobus your in Network section I think it stays like that whenever we access a specific topic. <br />
I saw it in the questions main zone section replying to an email question,<br />
&nbsp;and found I could close it, but in a specific section when opened from the above navigation menu it is there in all those sections.<br />
There was a small X on the top right of that new panel just below your avatar picture but in the GREY AREA<br />
&nbsp;click that and it closed it off and i can't bring it back in this question section I already done it so can't show you.<br />
Seems most web pages part of a site or forum has adopted this bar as well. Even Microsoft accounts.. . <br />

Look somewhere about there in my snapshot where I placed a Red X on the right but in the GREY area <br />
Open your browser to fullscreen, if you &nbsp;find it and it closes, then all you'll see is the blue line with the NEW! added links, I can't remember what I clicked but it closed it off leaving just the blue under the EE address bar and the &nbsp;stuff on the right, messages &nbsp;EE profile etc<br />
Look under the red X I put there<br />

Forgive me for suggesting something elementary, &nbsp;Maybe I really do not understand the problem.<br />
Have you tried dragging the left and right margins inward? &nbsp;Hover your cursor over the left and right edges (each one at time) and when the icon turns into a double headed arrow click it and drag it toward the center.

that seems to be the way it works now, once in a topic that larger navigation bar cannot be closed, however answering emails/question responses it is fine. Your screenshot above is normal and as I see it as well that is not the larger one?<br />
When I scroll down to a certain length just at the end of your comment it disappears like it is hidden.<br />
