Cisco USB console Windows 8.1 unable to open serial port

I'm trying to console onto my ASA 5506 from my Surface running Windows 8.1 pro. The driver is installed, I get a COM port assigned when I plug in the other end of the cable but it gives me an "Unable to open serial port" error.

I've tried:

uninstalling and reinstalling the driver several times
restarting the machine
trying different usb cables
updating the driver and pointing to the downloaded drivers I have doesn't give me the "Pick Cisco Serial or USB serial" explained here: https://supportforums.cisco.com/document/12067526/usb-console-driver-and-windows-7
In my device managment window I do have an entry for "CiscoUsbConsoleWindowsDriver" and "Cisco Bus Enumerator" and "Cisco USB to Serial Adapter"
Here's where I think my issue is but I have no idea how to correct it: In Device Management under Ports (COM & LPT) I have an entry for "USB Serial Port (COM 6)"  I think it should say "Cisco Serial".

Pete,  I did. I use putty.
After testing this on a Win 7 machine and getting it working, I think I'm right on my theory about seeing it in the device manager as Cisco Serial. I wonder if there is a different driver for 8.1 as opposed to 7?
This: https://supportforums.cisco.com/discussion/11996231/usb-console-drivers-windows-8 is another solution that did not work for me because the 3.1 drivers I have downloaded aren't recognized as valid driver source when manually force a driver update.
