Unable to connect Iphone to Laptop

Dell Inspiron 15 3000 series, OS Windows 10. Iphone 4S
When i connect my liphone to my laptop using a USB Cable  a repeated error NOISE comes from the laptop, a repeated beeping, which causes me to disconnect. This happens when I try it  with other suitable USB cables. However when  i connect the same Iphone to my desktop Dell Studio there is NO PROBLEM. Works perfectly.
What could be wrong?

Have you installed iTunes on this PC already? It has necessary drivers for iphone so it is important to have it.
I have a ThinkPad X230 with Windows 10 Pro 64-bit and iPhone 4s and it connects fine. Per noxcho above, yes I also have iTunes installed.

Still, there is no noise in an iPhone (no moving parts).

So you probably should do a hard drive test, because it sounds like it is trying to open the Windows Dialog box "What do you want me to do with this"  It could be failing access.
Have you tried connecting other USB devices (flash drives) to this laptop?

Have you tried other USB ports on this laptop?
AFAIK, i can connect iphone without itunes.

Some tests can be tried:
1- connect to another usb port
2- change the device, see if it works with android device or another iphone
3- change the computer/laptop.
4- change the cable
5- change your mind... just use your connectable one.. cheers :)

1. ITunes installed and working.
2. Tested on all three USB sockets, with Different cables - no success
3. Connected Flash drives, another IPhone and a non-smart phone - No Problem with these.
 What next? (there is advice to check the hard drive. is there a free program to do this)

If there was a hard drive error, it could make a noise when the iPhone is trying to access it. That is why I suggest testing it.
Give me a few days to get my hands on a powered usb hub.
The sound is a loud beeping noise from the laptop. When any device is connected to a usb socket there is, in my experience, a 'beep'. I don't know why but for me it is a sign that the device is now accepted. In this case, however, the same 'beep' continues to sound, not any louder, but very definitely telling me to disconnect
But iPhone is the only external device which causes the laptop beeping - right?
Yes that is true. Only happens with this IPhone. Absolutely John.
And this unique iPhone makes no noise on another computer?

Would you be able to record that noise using your iPhone (or other device) and post that here?
Spent half an hour trying to get the recorded file onto this site.  Experts Exchange refuses to accept the iPhone file format (M4a).. I converted the file into  MP3, but that too is rejected. I saw the list of files which the site will accept, but I don't know which is appropriate for an audio file. To which format must I convert the file in order for Experts Exchange to accept it?

You can zip the file and upload it. You are right that m4a and mp3 are not supported.
I converted the file in to Zip (send to ... select compressed format). But the Zip file was also rejected by Experts Exchange. what to do?

Slap it onto Dropbox or something and share the URL to it

Hmm, it does reject indeed, the uploaded .zip file is checked internally.

Did a quick test where I renamed the .mp3 to .txt - then the upload works.
I've changed it to .txt. As file attachment

Just about any decent laptop should power an iPhone, but do try a powered hub to see if that helps.
The powered hub worked. My iPhone is now connected via the powered hub and everything is working. Thanks for guiding me to this point. My remaining question (secondary to me, but maybe of more interest to you) why exactly is this problem occurring. Why is there not enough power in this  last years; Dell laptop? Could my power supply be defective?  Just will let you answer this before awarding points. Thanks again
Not likely a problem with your power supply in terms of the one connecting into your laptop from the wall socket.

It is most likely an issue with the USB ports on the laptop itself.  They may be faulty or it may simply be that they are not a model that supplies adequate power over the USB port.  It could be either but if the laptop is fairly new then I'm guessing it is simply that the power that the phone requires is greater than the port will deliver.  Could be a power saving 'feature' of the laptop however if the laptop is still under warranty I'd be looking for a repair as it probably SHOULD charge your phone.

Not all USB ports can deliver power to charge a phone.
Glad to hear you've finally checked my suggestion.
This problem happens with all laptops. With the time the electric parts of the PC start failing, even new hardware could have this problem. It gives simply too low power to USB ports. Self powered devices work ok with this but the devices like storage which need more power behave like your iphone.
Why is there not enough power in this  last years; Dell laptop  <-- If a consumer Dell, weak parts.

On my Lenovo Commercial Laptop the USB puts out full power and has always done so.
