No. If you reduce the entire photo, the resolution will be reduced. You can crop the photo to make it smaller (less photo) and in that case the resolution will remain.

It depends what format you scanned the file in. For instance, if you scanned it to . TIFF, you could substantially reduce the file size without a loss of resolution by converting the file to JPEG. If it is already a JPEG, as John Hurst says, you are out of luck.

What is the goal? If you need to upload it to an website (suggested by the 1MB limit) you don't need 600dpi. 72dpi is standard for screen.<br />
Plus any browser will totally ignore your dpi and use the pixel count. Meaning than on web a 800x600 px photo at 72 dpi is absolutely identical to a 800x600px photo at 600dpi.<br />

If you need to send it to a printer, you can use wetransfer.com or another file sending service that allows you to send files up to 2GB in size.<br />

Changing the quality setting when saving as a jpeg does not change the number of pixels. JPEG is a lossy form of compression. &nbsp;If you increase the amount that the JPEG algorithm compresses the image, you decrease the quality, but do not change the number of pixels.
