What GPO setting will disconnect any idle logged user session without logging off,    local and remote?

Will that also cover a local user on the same machine or just those who are remotely accessing it?

It is supposed to disconnect the remote user.  For your local users, you can do a simple screen lock after a certain amount of time being idle.
