Code to add ' at the beginning and end of number in addition to , '00002123456',

This is probably a simple thing but I know someone can knock it out much faster them myself. I find myself manually adding this ' to the front and back of a set of numbers in addition to the , comma. I need code that will do this for me when the number is dropped into a cell because I may have thousands of lines of data were I need this done then I take this format and place it into my SQL code for searches.

So add the marks at the beginning and ending of this numbers set automatically when number is placed into an empty cell
