The default language in CRM comes from the language of the media used to install CRM.

After install, additional language packs can be installed on the server, which are made available in all organisations created  in Deployment manager. 1033 is English.

Thanks for your answer, so the language and timezone used for the user created, come from the server where CRM is installed. I'm a bit confused, because Ive got one user with 0 as languageID and he see crm in french and another one with 0 and he see record in english, both on the same server, same instance of sql.
Thanks for your help

But each user, in their personal options can choose which language to use for the interface and the timezone to use.

I suspect that 0 means use the default language. You should not make changes directly to the database tables.
