I am having keyboard latency with all browsers and programs. This is a BRAND NEW System. I just started the computer and setting up initial settings. I am having issues now trying to type the symptoms in here. HP ENvy M7-N109DX. Windows 10 with I7 6500 2.5 Ghz CPU, 16 gig of RAM. I have tried Edge, Chrome and IE. All have latency or just no input and have to re-type to have results.

I guess that you have a wireless keyboard...make a try and use a normal wired keyboard and post back the results

Its a normal keyboard. A laptop.

I didn't noticed it was a laptop...so dump the answer...or you could use a wired keyboard to see if there is a hardware issue
windows 10, has issues with with keyboard and mouse whether un board or wireless Microsoft said there will be an update fix in the mean time use a regular keyboard

Great solution. I uninstalled the driver for the touchpad, then re-installed it before I restarted the computer.
It gave an error message that the most current driver was installed. Just ignored it. Thank you.
