Office 365 Identity Management (Filter Options)

Hi Guys,

I have implemented ADConnect tool to our on-premise environment to have the same Password on the on-premise and office365 accounts.
Some of our employees needs only an email account. (that's means only an office365 account)
At the moments the passwords can only be changed through the on-premise environment. How can I give those users rights to change their password through office365 panel? Can I delete those users on the on-premise AD to solve this issue? Why is it not possible to change the password through the office365 panel?

If you use password sync, even if the user is able to change the password in the cloud it will be overwritten. In effect, you need to change the on-prem password, and in order to do this via O365 you need the password writeback feature, which is only available with Azure AD Premium licenses. Can I just delete the user on the on-premise AD? I'm worried that the user will also be deleted in the cloud.
